Kilburn Builders for House Renovation and Flat Refurbishment in NW6 — Three Councils, One High Road

Kilburn High Road is one of the longest high streets in London, and for most of its length it is also a border. Stand on it and the houses on your left are in one borough and the houses on your right are in another. Follow it south and a third authority begins.

East of the road is Camden. West of it is Brent. The southern edge of the neighbourhood runs along the Westminster boundary. Three councils, three sets of planning policies, three different sets of conservation areas — all inside a neighbourhood that has a single name and a single identity.

The housing is more consistent than the politics. Kilburn is Victorian, and the terraces here were built large — four and five bedroom houses, put up for households that no longer exist in that form. Most were divided into flats decades ago. Alongside them sit substantial areas of social housing, and the Gaumont State cinema on the High Road, listed at Grade II* and one of the finest art deco buildings in the country.

What that means in practice is that most work in NW6 happens inside a building somebody else also lives in. It also means a Kilburn project starts somewhere unexpected. Not with the design, but with establishing which of the three authorities will be deciding it.

Design And Build works across the whole of Kilburn, on both sides of the road. We employ the lot: the people who draw it, the ones who calculate it, the surveyors who talk to your neighbours and the teams who build it — all on a single contract.

Kilburn Builders Work to Three Councils: Which One Decides Your Project?

East of the road: Camden, and what that means

The Camden side is the more heavily socially housed of the two. Around four in ten households here rent from a social landlord, against roughly a quarter across London, and owner-occupation sits at about a fifth — well under half the London rate.

For a private owner that changes the texture of a project rather than its rules. Camden applies its own conservation area designations and its own local plan policies, and it takes a close interest in what happens to family-sized housing. Where you are extending or refurbishing a flat, the position is much as it is anywhere in the borough. Where you are changing the number of dwellings in a building, the policy interest sharpens considerably.

West of the road: Brent, and two Article 4 directions

The Brent side is privately rented more than anything else — roughly four in ten households, against about a quarter for London — with owner-occupation around a third. It also carries the tighter planning position of the two, because Brent has designated two conservation areas here and attached an Article 4 Direction to each.

North Kilburn carries a direction removing specified permitted development rights. In South Kilburn, the council’s own appraisal records that the Article 4 Direction has removed the permitted development rights of all residents in the area. If your address falls inside either, work that would proceed automatically a street away needs express planning permission here.

The Westminster edge, and why we check the address

The southern end of the neighbourhood runs along the City of Westminster boundary, which brings a third authority and a third set of policies into an area most people think of as one place. Westminster also operates a borough-wide restriction on basement development, so anything below ground on that side is a full application from the start.

The High Road marks the Brent and Camden line broadly rather than exactly, and boundaries do not always follow the kerb. We confirm the determining authority against the councils’ own mapping for your specific address before anything is designed, because the answer changes the route, the timescale and the paperwork.

House Renovation and Putting a Kilburn House Back Together

Reconverting flats into a single house

A great many Kilburn houses were built as substantial family homes and cut into flats when that was what the market wanted. Putting one back together is now among the most common substantial projects in NW6, and it is a bigger job than it sounds.

The building work is the straightforward part: removing duplicated kitchens and bathrooms, returning the services to single supplies, and undoing whatever was done to the staircase at conversion. What takes longer is assembling the interests, since the flats may be separately owned and separately leased, and bringing them back into one title is a legal exercise that runs alongside the building one.

What both councils ask about housing mix

Reducing the number of homes in a building needs planning permission, and both Brent and Camden hold policies on housing mix that bear directly on it. Neither authority is automatically opposed, and neither treats it as a formality.

What makes the difference is how the application is put. A scheme presented as restoring a family house to its original use argues from different ground than one presented as removing two flats from the borough’s stock, and the second framing is the one that struggles. We prepare and argue it either way, to whichever council turns out to be yours.

Loft conversions on a tall Victorian terrace

Where you own the whole house, the roof is usually the cheapest floor area available. Kilburn’s terraces were built tall, and the loft space on a three or four storey house frequently takes more than a single room.

Outside the conservation areas a rear dormer often falls within permitted development. Inside them, and inside an Article 4 area especially, it is a full application. The design turns on two things: which room downstairs surrenders space to the stair, and whether a fire-protected way out can be made from the new floor to the street door — no small matter in a house this tall and this narrow. Our structural engineers settle it at survey.

    What a five-bedroom house became

The conversions here were done to fit units into a plan that was never drawn for them. You get rooms whose proportions only make sense once you picture the wall that used to run somewhere else, and bathrooms placed by the position of a soil pipe. A single flat can occupy half of one floor and a slice of another, with a staircase that belongs to nobody in particular.

So flat refurbishment in Kilburn starts with the arrangement rather than the finishes. Straightening out a layout that was improvised, moving services somewhere sensible, and establishing early which parts of the fabric are yours and which belong to the building.

Sound between flats, and doing it while floors are up

Nothing converted this long ago was built to today’s acoustic requirements, and noise travelling between neighbours is what managing agents hear about more than anything else. Part E of the Building Regulations sets what a separating floor has to achieve, and the build-up it requires affects finished floor levels throughout the flat.

Sort it with the floor open and it barely registers on the price. Leave it until the flat is decorated and you are pulling up boards you have already paid to lay.

Freeholder consent on both sides of the boundary

Nearly every flat in Kilburn is leasehold, and the lease decides what may be altered regardless of which council you are in. Structural work and anything touching the demise needs the freeholder’s formal agreement, granted through a licence to alter, with their surveyor reviewing it at your cost and on their timetable.

That consent runs entirely separately from planning. Permission from the council does not authorise you to start, and neither does the licence on its own. Where both apply they proceed in parallel, and we prepare and pursue both.

Small flats, and what actually makes them work

Kilburn has the highest proportion of one-person households anywhere in Brent, and the lowest proportion of three and four person households in the borough. A great deal of the stock is small, and small flats reward different decisions from large ones.

Storage designed into the fabric rather than bought afterwards. Light borrowed between rooms where a wall cannot come out. A kitchen that works as part of the living space instead of competing with it. Interior design belongs in that conversation early, because in a small flat the difference between adequate and excellent is almost entirely in decisions made before the plaster goes on.

What the Kilburn Neighbourhood Plan Adds

A plan written across a borough boundary

Kilburn has produced its own Neighbourhood Plan, covering the period 2023 to 2033. What makes it unusual is that it was written across the borough boundary rather than within one — the forum drew members and elected representatives from both the Brent and Camden Kilburn wards, on the argument that the area functions as a whole even though it is administered in halves.

A neighbourhood plan carries statutory weight once made, so its policies sit alongside each council’s own. For a homeowner that means one more document that a proposal is assessed against, and one more place where local expectations are written down.

Why South Kilburn sits outside it

The plan area covers the High Road and the residential streets on either side of it, but it deliberately excludes South Kilburn. It does take in parts of Queen’s Park ward, including Paddington Old Cemetery, and a small piece of Brondesbury Park ward at the northern end of the High Road.

So an address in South Kilburn sits outside the neighbourhood plan while still inside the South Kilburn conservation area and its Article 4 Direction — which is a more restrictive position, not a freer one. It is the kind of thing worth establishing at the outset rather than discovering at validation.

Kilburn Construction Company: One Contract Either Side of the Road

The conventional route is an architect, then a tender, then an engineer, then a surveyor for the party wall notices, then a builder. It functions, and the coordination lands on the client. In an area with three possible planning authorities, two conservation areas with Article 4 directions, a neighbourhood plan and a leasehold on most addresses, that is a considerable amount of coordination to be doing in your own time.

Under one contract it is our problem instead. Our architects and engineers develop the scheme together. We establish the determining authority and prepare the application to that council’s requirements. The licence to alter is pursued in parallel rather than afterwards. Our party wall surveyors identify who is entitled to notice — in a converted terrace that can be several people at once — and serve it. The building itself is then done by people we employ, working to one schedule.

You get an itemised scope, a fixed price against it, and the allowance for what an older divided building may be hiding shown as its own line. When it is finished you have building control’s sign-off, every certificate and warranty in hand, nothing left outstanding on the snagging list, and a written guarantee behind the workmanship.

Talk to a Kilburn Builder About Your NW6 Project

Send the address and an outline of the work. We will confirm which council decides it, whether a conservation area or an Article 4 Direction reaches you, what the lease permits, and what the building will structurally take — then price it against a written scope.

We work throughout Kilburn on both sides of the High Road, including Kilburn Park, West Kilburn, South Kilburn, Brondesbury and the streets running off the High Road — and we also work in Maida Vale, Willesden, Hampstead , St Johns Wood, Camden, and across north west London generally.

The survey costs nothing. Tell us the address and we will start with which council you are in.
