House Extensions, Loft Conversions and Renovation in North London — Five Boroughs, Five Sets of Rules

North London is not one planning environment. It is five councils sitting side by side, each with its own local plan, its own conservation areas and its own approach to withdrawing permitted development rights — and the lines between them rarely follow anything you can see from the street.

The practical effect is that identical Victorian terraces a mile apart can face entirely different routes to consent. A homeowner in one borough may extend without an application at all; a neighbour across the boundary needs a full submission and a heritage statement for the same work. Nobody tells you which you are, and the assumption people make is usually the wrong one.

Design And Build work across all of it, and the first thing we establish on any project is which set of rules applies to the address.

What Changes When You Cross a Borough Line

Barnet

Householder Article 4 Directions here are targeted at specific conservation areas rather than applied broadly, and where they exist they can be unusually far-reaching — covering not just extensions but roof alterations, porches and outbuildings within the curtilage. Barnet has also required planning permission for any house-to-small-HMO conversion across the whole borough since late May 2016. Our Finchley and Whetstone pages go into the local detail.

Enfield

Enfield combines conservation area directions made in 2006 across a defined list of areas with a borough-wide direction on houses in multiple occupation running since October 2013. The borough also holds substantial Green Belt on its northern edge, where the test applied to an extension is proportion relative to the original building rather than appearance. See Palmers Green, Southgate, Winchmore Hill and Edmonton.

Haringey

The most permissive of the five for most homeowners. Only a small number of Haringey conservation areas carry a householder direction, which leaves the borough’s Victorian and Edwardian housing with its permitted development rights largely untouched. Where the directions do apply they are strict, and they were reviewed and replaced as recently as December 2020. Covered on Hornsey, Crouch End, Wood Green, Tottenham, Seven Sisters and Bounds Green.

Islington

Dense conservation area coverage and a large number of listed buildings, sometimes listed for group value rather than individual merit. Islington also does not publish its householder Article 4 Directions to the national planning register, so online permitted development checkers cannot give a reliable answer here — the council’s own mapping is the only dependable source. See Islington, Highbury, Archway and Finsbury Park.

Camden

Article 4 Directions over several of its northern conservation areas, made in 2010 and revised since — including a 2025 revision that removed solar panel installation from the restricted list, making solar easier in parts of Camden than at any point in fifteen years. Covered on our Hampstead page.

What We Build Across North London

House extensions

The most common project in every one of these boroughs, and the housing supports it. Inner north London’s Victorian and Edwardian terraces waste width beside the rear addition, which a side return or full-width rear extension reclaims. The interwar suburbs further out — Southgate, Whetstone, parts of Barnet — have deeper plots and side access, so wraparounds and two-storey rear schemes become realistic. Our architects and structural engineers work on the design together, so no layout reaches you without the loads behind it having been resolved first.

Loft Conversion North London

Loft conversions

Victorian roof pitches across the inner boroughs take rear dormers well, typically yielding a double bedroom with an en-suite. The hipped roofs of the interwar semis suit hip-to-gable, which recovers volume the original roof shape throws away. Two questions settle it wherever you are: is there enough height under the ridge, and can a fire-protected route be run from the new floor all the way out at ground level. The second is where the unexpected money goes in an older house, so we answer it early.

Whole-house renovation

Much of north London’s housing has been altered repeatedly and coherently improved rarely. A full renovation usually begins by removing what previous decades added before renewing services, upgrading the fabric and reorganising a plan that no longer suits how the house is used, with interior design developing alongside the build rather than after it.

Flat and leasehold refurbishment

A large share of the terraced stock across Islington, Haringey and parts of Enfield has been divided into flats and maisonettes. Flats hold no permitted development rights at all, so external work is always an application, and the lease and freeholder consent run separately from anything the council requires. We handle both.

    Our Services

How a North London Project Runs

    Survey and planning position

We confirm the determining authority, the conservation and Article 4 position, and what permitted development remains for the address — not the street, since boundaries rarely follow whole roads. Construction, condition and previous alterations are assessed at the same visit.

    Design, engineering and consents

Everything a submission needs — plans, elevations, engineering, heritage justification where a designation demands it — is drawn up by our own people and lodged under our name, and we argue it through to a decision. Terraced north London being what it is, the Party Wall etc. Act 1996 is nearly always in play, frequently with a neighbour either side; our surveyors take that correspondence off you entirely.

    Build and handover

The trades on site are ours, working to a single programme with one manager accountable for it. At the end: sign-off from building control, every certificate and warranty handed over, defects resolved rather than recorded, and a guarantee in writing behind the workmanship.

    Start With the Address

Which borough decides your application, and what it has withdrawn, changes what is possible more than any other factor in north London. Send the address and an outline of the scheme, and the planning position will be settled before a line is drawn.
