Stratford House Extensions Under a Plan That Outlived Its Author — Builders for E15

For twelve years the body deciding planning applications in much of Stratford was not Newham Council. It was the London Legacy Development Corporation, set up in 2012 to carry the Olympic site into its afterlife, and it held planning powers over a substantial area either side of the Olympic Park.

Those powers ended at midnight on 30 November 2024. Since 1 December the council decides again. What did not end is the policy: the Legacy Corporation’s Local Plan still governs the area it used to cover, and will do until Newham adopts a replacement.

So a Stratford application today goes to Newham and is judged against a plan written by an authority that no longer exists. It is an odd position and a temporary one, and it is worth understanding before you commit to a design. At Design And Build the whole team sits in-house across E15 — drawing, structural calculation, party wall work and the construction itself, all held under a single contract.

Your Application Now Lands on a Different Desk

The handover of 1 December 2024

The Legacy Corporation’s planning team stopped being the local planning authority at midnight on 30 November 2024. From the following morning, Newham determines all planning applications and related consents for the area it used to cover.

The mechanism was Statutory Instrument 2024 No. 918, published on 10 September 2024, which revoked the planning functions granted in 2012. The same transfer happened simultaneously in Hackney, Tower Hamlets and Waltham Forest, since the Legacy Corporation’s area crossed all four boroughs.

A plan written by an authority that has gone

Here is the part that catches people out. Newham states it plainly: the Legacy Corporation’s Local Plan and its supplementary planning guidance still apply to the area once covered, until the new Newham Local Plan replaces them.

So the decision-maker changed and the policy did not. If your address sits inside the old boundary, your scheme is assessed against the 2020 to 2036 Legacy Corporation plan rather than Newham’s own. Two neighbouring streets can therefore be judged by different documents, which is the first thing worth establishing rather than the last.

Records still being loaded onto the register

There is a practical consequence that matters more than it sounds. Newham is still adding the transferred application records to its online planning register, and says the process is ongoing, with some records still unavailable — particularly older ones handled by the Olympic Delivery Authority.

If you are checking what a previous owner already built, or what was refused on your street, the history may simply not be findable in the usual place yet. The council publishes a duty officer address for exactly this. We check it as part of the survey rather than assuming an empty search means an untouched house.

House Extensions on a Stratford Closet-Wing Terrace

Closet wings, and the shape they leave behind

The bay-fronted terraces running back from the town centre toward Maryland and Forest Gate were built with a narrow projection at the rear, holding what was originally a scullery and an outside lavatory. That projection dictates almost every extension design here.

Beside it sits a strip of ground doing nothing at all. Roofing that strip and squaring off the back is the standard move, and it converts a cramped galley arrangement into a room spanning the full width of the plot. What decides whether it works is where the drains run and how the new roof meets the original brickwork.

The depth your plot will tolerate

Permitted development allows three metres at the rear of an attached house without an application. That is the ceiling, not the target.

Behind an existing closet wing, taking the full three can leave the centre of the ground floor without daylight. We model it through the whole plan before agreeing a figure, and putting a rooflight into the centre of the plan usually buys more than the final half metre at the back. Where a scheme does qualify we obtain a lawful development certificate — useful anywhere, and more so where the planning record is incomplete.

Bay fronts, sashes and what faces the street

The front elevation is what the designations protect and what neighbours notice. Bay windows, original sash proportions, stucco detailing and the rhythm of a terrace built in one go are all easy to damage cheaply and expensive to put back.

Outside a conservation area the council has little say over the front. Inside one it has a great deal. Either way, replacing sashes with something the terrace was not designed for costs more in value than it saves in cost, and our architects will say so before it happens.

Beams, bearings and the neighbour on each side

Take out the rear wall across its full span, or join the two reception rooms, and the load above needs carrying elsewhere. With neighbours on both sides that means steelwork, bearing onto walls you share with them.

Our structural engineers size that alongside the drawing rather than after it, so the design and the calculation agree before a price is fixed. Notices go out from our own party wall surveyors — in a terrace the Party Wall etc. Act 1996 applies on both boundaries for nearly any structural work.

Designations: Which of E15's Three Might Reach You

Which of the three reaches your address

Newham operates nine conservation areas and three of them are in E15 — Stratford St John’s, Sugar House Lane and University. That is a third of the borough’s total in one district, more than anywhere else in Newham.

They are small and specific rather than blanket. Most of the Victorian streets running back from the centre sit outside all three, which means the national rules apply to them without local modification. Which is why the answer here is genuinely address by address rather than area-wide.

Streets inside a designation, and streets beside one

Inside a conservation area the national rules already remove side extensions, cladding and roof alterations, before any local direction is considered. Newham applies Article 4 Directions to only three of its nine designations, so it is worth checking which category you are in rather than assuming the worst.

A street immediately outside a boundary is in a different position from one immediately inside it, and the boundary rarely follows anything obvious on the ground. We confirm it against the mapped designation for your specific address before drawing.

Appraisals hosted on the wrong website

A small oddity with real consequences. The character appraisals for the Stratford designations are still published on the Legacy Corporation’s own website rather than Newham’s, and the council’s pages point across to them.

Those documents are what an application argues from — they set out what the designation exists to protect and what the council expects. Knowing where they actually live saves a fortnight, and a heritage statement written without reading them is a heritage statement that reads like every other one.

Stratford Builders and What the Ground Holds

Clay, gravel and made ground in the Lea valley

Stratford sits on low ground at the western edge of the Lea valley, and the geology changes as you move toward the river. London Clay underlies the whole area, but over it lie river-terrace sand and gravel, giving way to softer alluvium nearer the water.

On the former industrial land there is also a good deal of made ground — material brought in rather than laid down naturally. It behaves less predictably than either clay or gravel, and the foundation design for an extension has to reflect what is under your plot rather than what is under the district.

What a survey settles before a price is given

Everything above is a question rather than a problem, and all of it is answerable in an afternoon. Which authority decides, which plan governs, whether a designation reaches you, what the register shows and what the ground is.

A price given before those are settled is a guess wearing a number. We answer them first, and only then break the job down in writing, with a price fixed to every line, so the number still holds once work begins.

Refurbishment After a Subdivision: E15 Flats and Maisonettes

Undoing a subdivision done decades ago

A great many of these terraces were split into flats and maisonettes when that was where the money was, and a good number are now being put back together. It is regular work in E15 and it is more than a building job.

The duplicated kitchen and bathroom come out, services consolidate onto single supplies, and whatever was done to the staircase gets reversed. Turning two dwellings back into one requires consent, weighed against housing policy in a borough committed to tens of thousands of additional homes.

Services, damp and the parts nobody sees

Conversions carried out cheaply leave a particular legacy. Wiring run wherever it could go, drainage added where it could reach, insulation absent, and a partition between two households built as though it separated two rooms.

House refurbishment on that stock starts underneath the finishes. Services renewed properly, damp addressed at the cause rather than the symptom, and acoustic separation improved while floors are already up, which costs a fraction of returning to it later. Interior design belongs in the conversation while partitions can still move.

When the flat above owns your roof

Flat refurbishment in a divided E15 terrace begins with a different question: what the lease actually demises to you. Where a house was split in two, the roof, the communal stairs, the drainage and frequently the garden all remain outside your demise.

Flats have no permitted development rights anywhere in England, so external work is an application regardless. Anything structural requires the freeholder to agree in writing through a licence to alter — checked by a surveyor whose fee falls to you, on a schedule they set. Start that early.

The Loft in E15, and Who Has the Right to It

Headroom, and the closet wing dormer

A loft conversion on a whole house buys the cheapest floor area available, since the structure carrying it was paid for well over a century ago. Ridge height settles whether it works, and that gets measured on the first visit rather than argued about.

The closet wing at the rear opens a second option. A dormer that wraps the main roof and the wing together produces considerably more usable area than a straight one, and on these terraces it is frequently the better scheme. Within the volume allowance and outside a designation it may need no application at all.

Stairs and the bedroom they cost you

The staircase ends more of these projects than the roof does. It needs floor area to rise through, and on a narrow terrace that area is taken from a first-floor room — so on certain layouts the room count finishes where it started.

A protected escape route from the new storey down to the front door governs doors and linings wherever it runs. Settle where the stair goes before anything else on the plan is agreed — every other decision hangs off that one.

Construction Company for Stratford, Maryland and New Town

Tell us the address and roughly what you want done. We establish which plan applies to it, whether a designation reaches your street, what the register shows and what it is missing, what the ground beneath will carry and what the terrace itself can take. That comes back written up item by item, each line with its own figure.

Our architects, engineers and trades all sit inside one construction company, so there is a single agreement and one person accountable from first visit to final certificate. We cover Stratford, Maryland, New Town and the streets toward Forest Gate, plus Upton Park, Manor Park, Bow and east London more broadly.

No charge for the survey. In E15 it opens by finding out which plan your street is still measured against.
