House Renovation Walworth SE17: Squatters Saved Half This Estate

Southwark’s own conservation area appraisal for the Pullens Estate records what happened to it. The council acquired the estate by compulsory purchase in 1977. During the 1980s it demolished the buildings between Manor Place and the south side of Amelia Street. The demolition of the rest was prevented, the appraisal says, when squatters intent on preserving the remainder of an individual late Victorian estate occupied some of the blocks. Three hundred and sixty of the original six hundred and eighty-four flats remain.

The estate became a conservation area in 2005, and the two storey workshops attached to the rear of the tenements in a mews fashion are now among the most distinctive buildings in south London. Iliffe Yard, Peacock Yard and Clements Yard still work as live and work spaces. What the council once tried to clear it now protects.

That is not the only stock here. Walworth holds Octavia Hill’s cottage estates around Liverpool Grove. It holds the early nineteenth century terraces of Sutherland Square, built on the old pleasure gardens. There are Georgian survivals scattered through it. And there is the Aylesbury Estate of 1963 to 1977, part way through replacement by more than three and a half thousand new homes. Around forty-one thousand eight hundred people live across the three wards. Half of all households rent socially. Design And Build works throughout SE17, with every discipline the job needs employed in one office.

Artificial slate back to natural slate

A Lorrimore Road application in the Sutherland Square conservation area is worth reading in full. It covers replacement front windows from single glazing to slim-line double glazing, replacement rear windows from casement back to sash, reinstatement of the front door, and replacement roof coverings from artificial slate to natural slate.

That is an owner undoing earlier decisions rather than making new ones. Artificial slate is lighter than natural and the fixings differ, so a change back needs the roof structure checked before anything is stripped. Slim-line units within a repaired sash box are the route that gets approved where full replacement would not.

Solid walls, lime and external insulation

The same application adds external wall insulation to a side wall, which is the harder half of the job on this stock.

These houses are solid brick in lime mortar, built to let moisture move through and dry out. External insulation changes where the dew point sits inside the wall, and the wrong system on the wrong elevation moves the damp rather than stopping it. On a side wall visible from the street it also becomes a design question. Both need settling before the scaffold goes up.

The floor beneath the front door

Sutherland Square terraces are typically three storeys with a lower ground floor, and that lower floor is where the useful space already exists. A Sutherland Walk application covers enlargement of an existing lower ground rear terrace, changes to doors on the rear elevation and replacement sash windows to the lower ground front.

Digging out headroom, forming a lightwell, or simply reordering what is there costs less than building outward and disturbs the street elevation not at all. Our structural engineers check the existing footings before any depth is committed to.

Builders Walworth and the five designations here

    Iliffe, Peacock and Clements Yards

The Pullens Estate became a conservation area on 19 April 2005 and carries an Article 4 direction. Work here needs a heritage statement and the bar is high, because so little of the original survives.

One detail from the appraisal is worth knowing before anyone proposes anything: there are no green open spaces among the Pullens Estate buildings at all. Pullens Gardens, on the south side of Amelia Street, exists only because a tenement block was demolished. Space is genuinely scarce, which is why the yards matter so much.

Sutherland Square and the pleasure gardens beneath it

Sutherland Square was designated on 12 January 1982. Southwark describes the oldest properties as dating from the early nineteenth century, built on the former pleasure gardens of Walworth, put up before the railway arrived and typically three storeys.

The council also records that the heart of the conservation area was extensively damaged in the Second World War, and that St Wilfred’s church and the buildings on Penrose Street and Eglington Court are part of the post-war rebuilding. So a street here can hold Georgian, Victorian, 1950s and 1990s buildings in one run, and what suits one will not suit its neighbour.

Octavia Hill cottages around Liverpool Grove

Around Liverpool Grove and St Peter’s church sit two storey cottages and three storey tenements built to arts and crafts and garden city principles under Octavia Hill’s influence. Merrow Street and Villa Street are part of it.

A Merrow Street application shows the standard expected: replacement of a poor quality rear lean-to with a new arrangement of the same scale, finishes selected to complement the surrounding streetscape, and retention and repair of existing facades including repainted hand-painted signage. Same scale, matching tones, original detail kept. That is the template.

Overlooking, not depth, decides the design

The Sutherland Square terraces back directly onto one another, and an architect working there recorded the consequence plainly: the proximity of any addition to the amenity of adjoining properties had to be considered in terms of privacy and daylight.

That is a different problem from the usual one. On most streets the argument is how far back you may go. Here it is what your new glazing looks into, and whose light it takes. A design that answers overlooking first tends to pass. One that maximises floor area and deals with windows afterwards tends not to.

Subdivided houses and what that leaves

A great many Walworth houses were divided into flats decades ago, which changes the question before it is asked. A flat holds no permitted development rights anywhere in England, so the lease governs the work rather than the council.

Going the other way, back to a single house, needs permission and is increasingly common. Further subdivision needs permission too and must meet Southwark’s space standards. Whichever direction you are heading, the title comes before the drawings. Portland Street shows what is possible where the house is whole: a full-width ground floor rear addition, a loft conversion, six rooflights and altered front railings, all in one application.

    Our Services

Construction company Walworth for a district still being rebuilt

London Clay, gravel and a long built district

Surveyors working around Elephant and Castle describe the ground as London Clay and river terrace gravels with made ground, in what they call a long built area. Walworth has been developed and redeveloped since the eighteenth century, and bombed in between.

Made ground and clay behave differently, clay shrinks and swells with moisture, and neither is reliably where a standard foundation detail assumes. On any scheme touching foundations we establish what is there rather than working from an assumption. The Aylesbury replacement continues around you, so the district is still a construction site in parts — access, parking and delivery windows all need planning.

    Construction company Walworth

Design and build Walworth, one firm answering for all of it

Every trade and drawing on one payroll

SE17 is well served by drawing practices. Several run multiple Walworth pages between them. What is scarce is a single business that produces the drawings and then carries out the work on one contract.

Here the survey, the drawings, the heritage statement and the construction sit together. Our own surveyors deal with the Party Wall etc. Act 1996, which on these terraces engages both boundaries, We submit to Southwark ourselves and pursue the application through to a determination. Should the work turn out to need no permission, a lawful development certificate puts that on record. Interior design joins once the structure is settled. One construction company, one figure, one person answerable.
